Where as, the City Council for the City of Winchester finds that the rates for trash collection have increased, and it is in the best interest of the City of Winchester to have the rates accurately reflect the costs for trash collection.
Now therefore be it ordained, by the City Council of the City of Winchester, that 50.08 subsection lettered (B1) and (B2), shall be amended and restated as follows:
(B1) Each unit shall be required to pay a sum per month based on the size of the container the unit received pursuant to the following schedule:

(B2) Any additional 96-gallon trash receptacles per unit will cost the unit an additioanl $4.75 per receptacle. The fees provided herein shall be used to defray the cost of the collection and disposal contract entered into by the City. There shall be a minimum fee for each unit within the City of at least $6.25 per month, from July 1, 2009, to June 30, 2010; and $6.55 per month from July 1, 2010 to June 30, 2011. The owner of a unit may change the size of the receptacle, but must pay $10.50 for each change.
